Though Krypto the Superdog seems perfect for animation sensibilities, the 90s just weren't ready for it, so Krypto's appearances in Superman: The Animated Series and Justice League Unlimited are rare and unsuper. As shown above, he's usually just Kal-El babyhood pet who never rocketed to Earth, or allowed to age but only in fantasies where Kal-El grows up on Krypton (and here he's the pet of Superman's imagined son Van-El).
He does get to wear the cape, but only as a strange toy, like everything else homaged in this scene from Batman: The Animated Series.
Did the comic tie-ins do better? Well, in Superman Adventures #31, he's still just a tribute to the past, the Kents' ordinary farm dog, probably not even called Krypto (that would look suspicious).
The only real Krypto story in the extended Animated WB canon is from issue #40, in which Mr. Mxyzptlk gives a white puppy dangerous powers...
